<SPAN class=newstext><STRONG>1903 年,清政府批準了改良獄制的新舉措，建立了京師模范監獄。民國成立后，繼續清末的監獄改良，籌建各類＂新式監獄＂。新式監獄以感化人為宗旨，實行分房監禁，實行勞役、教誨和教育制度，讓獄囚習藝勞動，使其掌握一些技術，以備將來出獄后能用以謀生。但據統計，直到1926年，全國新式監獄僅建63所，其余仍為舊式監獄。<BR><BR></STRONG> <STRONG>本帖照片均為美國社會學家西德尼.甘博 (Sidney D.
