该片為曾獲得多項奧斯卡提名的《伊莉莎白》的續集,讲述伊莉莎白一世在十六世纪的英国「繼承大典」、除政治异己、登上权力巅峰后，佢放弃婚姻,以保持皇族的血统纯正,佢抱持开明政治嘅态度,鼓励民众开拓海上疆土、鼓励向外殖民同海上掠夺，期间伊莉莎白重粉碎苏格兰王玛丽·斯图亚特的一篡位阴谋，影片最后因为宗教与政治冲突，迎战西班牙无敌舰队，大胜而归，写下西方古代海战以小胜大战例的光亮一笔，英西大战后，英国走上强国之路，揭开大英帝国的「辉煌年代」.

影片用艳情、大型宫廷场景同古代海战场面堆砌而成，基本冇咩创作难度。令到笔者好奇的是, 在议会决议处死叛乱首领苏格兰王玛丽·斯图亚特嘅时候,为咗表现伊莉莎白一世的仁慈形象,影片讲述伊对处决玛丽嘅决定有异议,但都无能为力,无法使用君王嘅权力改变议会决定.呢点同中国嘅君主制度大相径庭.<o:p></o:p>

据查英国自公元9-15世纪经历咗真正意义上嘅封建社会，《简明不列颠百科全书》「Feudalism」辞条∶「一种以土地占有权和人身关系为基础的关于权利和义务的社会制度。在这种制度中，封臣以领地的形式从领主手中获得土地。封臣要为领主尽一定的义务。并且必须向领主效忠。<o:p></o:p>

按西方的逻辑,封建制度是一种封臣与要「领主」之间达成一定契约的制度, 「领主从国王(他的封君)那里,或者从一个地位比他本人要高的领主那里得到采邑或领地.作为封臣,他反过来要向其领主提供一系列服务,包括四种情况下的帮助:1,他应支付他的领主的赎金;2,当其长子获授骑士称号时,他应向其领主交纳实物或金钱;3,其长女结婚时,他应交纳钱财;4,当其封君参加十字军时,他应交纳钱财……领主反过来要保卫他们,为他们提供保护(摘自布罗代尔.<文明史纲>)」.<o:p></o:p>

而伊丽莎白本人正是这种契约精神的忠实拥护者,她临死时最后一句话是:  「我宁可用我拥有的一切,去换取多一刻,因为我的一些承诺还没有履行(大国崛起—英国篇)」<o:p></o:p>

西方经历封建社会的阶段几个世纪里边,从皇帝到平民,根植入大脑一种契约意识,而这种契约的意识就是法律的原型,笔者还未及具体了解,这种法律的原型系通过一种什么样嘅形式、同从什么时候起,使到法权凌驾于皇权之上,法权高于皇权.<o:p></o:p>

在伊丽莎白故世之后,英国经历咗皇权与法权的数代血腥产较量,终于走上咗君主立宪制之路,用一种和平的方式而不是用一种血腥的方式,完成由封建制度更替为现代文明意义嘅民主宪政制度嘅社会转型.如果话伊丽莎白嘅功劳主要在于佢有足够嘅政治智慧坚持认为契约精神在社会文明发展有住必不可少嘅意义,并奠定咗英国称霸世界嘅经济同政治基础,那么说,英国国民几个世纪以来嘅人权意识同法权凌驾皇权意识,系，使到英国可以用一种最少鲜血作为代价、换取民主宪政制度社会嘅关键。<o:p></o:p>

不管马克思嘅阶级社会划分是否科学,中国自西周 (亦有人话西周到汉) 之后,就再冇经历过真正意义嘅封建社会制度。数千年来,无论中国嘅管治权如何嘅分合,总系摆脱唔到层层相因(此处避讳,有意写错字,呵)嘅朝代更替,可悲可叹嘅系,每一次嘅朝代更替,无不都是以生灵涂炭、血流成河为代价嘅过程，而所有呢D昂贵代价嘅总和，依然无法换得一条通过民强国富之路。

而因為佢噶政見與議會大部分人不合～
 
最后大家聯合起來杯葛皇帝～皇帝被斬首～
 
最后英國逐步變為議會制噶君主立憲國家～
