<span class="BL24B">值得学习的荷兰与丹麦的能源政策</span><br><br>作者：黄耀辉<br><div><br></div><div><br></div><div>【小妓院6月29日讯】 6月初是我生平第一次访问欧洲，有幸跟随一群能源科技的产、官、学界，一路学习、受益，和荷、丹两国各界密集的交流、访问和参观。除了风光明媚、气候舒适、生活悠闲、怡然自得，是文化上的基本印象之外，所见所闻更是令人感触良深。<br></div><div><br></div><div><br></div><div><p><b>快乐骑铁马</b></p><p><br></p><p>在荷兰，无论是乡村或都市，骑脚踏车的好像是多数，也大概是我看过脚踏车人口比率最高的国家。但是骑单车，并不是汽车太贵（他们的所得是我们的一倍以上），而是因为对健康、节约能源和环保都好。</p><p><br></p><p><br></p><p><p>此外，自1973年能源危机以来，荷兰、丹麦即不惜花费钜资，从事再生能源方面的研究与投资。例如，荷兰就订定在2020年之前，再生能源占所有能源的比例要高达10％；丹麦的再生能源比重已经接近15％。因为是平原国家，难以从事水力发电，他们于是研究出利用生质能（如牛、猪粪）发电，不但减少环境污染，又可充分利用废弃物；丹麦甚至研究利用海水的「浪能」发电。此外，日能发电虽然成本很高，但是许多家庭仍然自愿自己提供。此外，在荷、丹境内，到
处都可以看到极具特色的风力发电厂。而为了避免「景观」上的污染，并避免占用土地，风力发电已经延伸到近海、远海。更特别的是，这些再生能源发电业，大多是民间类似「集体所有合作社」的组织，共同集资兴建、营运，不断的扩充发展。对于缺乏资源的台湾而言，实在是最值得学习的对象。</p><p><span class="Apple-style-span" style="font-weight: bold;"><br></span></p><p><b>前瞻性能源政策</b></p><p><br></p><p>另
一方面，他们采行的政策也极具前瞻性。因为节约能源或重视环保的经济工具，可能对企业的竞争力不利，因此他们藉由课征能源税和碳税的机会，推行「绿色税制改革」，对于消耗能源和造成温室气体效应的经济活动，课征能源税和碳税之外，又同时将取得的额外收入，以「回馈」方式，用来降低其他税负，例如社会安全的保费负担、公司所得税等等等等，以收「双重红利」。</p><p><br></p><p>对于美国小布希总统一上台就宣布不遵守「京都议定书」的减量政策，欧洲国家都认为这是霸权心态，深表不
满；也对于美国政府只重视自己的经济利益，而不在乎国际合作共同处理环保、能源议题的自私想法，深感不齿。</p><p><br></p><p>因此，当时正在比利时、瑞典访问的小布希总统，
即遭致欧盟国家的鞑伐。同时，他们的环保政策还是没有退缩，主要就是因为他们的环保、能源政策，都有正确的经济思考。</p></p></div>

font-family: arial; font-size: 14px; font-weight: normal; "><strong>德国 <br></strong><br> 德国的装机容量一直世界领先，这完全是由其有力的法律条文来保证的。发展大型风机的研发目标，基于生产的电力信贷和许多其他相关政策以及软贷款、出口协助，促成了德国风力发电市场的发展。在1989年到2008年，德国技术研究部将为选定为示范项目且技术上证明是先进的风力发电项目支付基于生产的电力信贷，「电力接入法案」同时也为本国的风场发展和风力发电技术创造了良好的环境。为了支持德国产风机的发展，政府为风力发电项目提供利率极低的软贷款，政府还出台了一些国际帮助计划，如只提供给风机制造商的专项资助用于在不同风况下测试德国产风机的计划。德国也有其风机的设计和型号认证。 <br><br> 而德国在1991开始施行的电力接入方案是其风力发电发展成功的源动力，它要求电网支付至少不含15％税金的90％电力零售价给所接入的风力发电电量。后来到2000年，德国可再生能源法案开始施行，方案要求到2010年德国电力的10％由可再生能源供给，并规定了可再生能源的接入电价。可再生能源法案每两年由德国经济，环境和农业部根据具体情况修订一次。 </span><br></span></div><div><span class="Apple-style-span" style="color: rgb(32, 32, 32); font-family: arial; font-size: 14px; line-height: 24px;"><strong>丹麦</strong> <br><br> 丹麦制造商在开发风能技术方面是一流的，他们占据了大部分的世界风能市场。丹麦政府很早便制定了合适的发展目标，并建立了严格的认证制度，这对风机向大容量发展提供了保证，而且辅助以政府贷款以及出口方面的协助。本土稳定的市场需求为其风机制造商的发展提供了良好的环境。现在，丹麦的认证规是「丹麦机型许可和风机认证的技术规范」，丹麦的能源主管部门负责监督其施行，丹麦的国家实验室则作为其信息中心。丹麦政府通过「丹麦风机担保」计划支持本土风机的制造，为使用丹麦风机的大项目提供长期融资和贷款担保。 <br><br> 为了在世界范围推广丹麦的风机，丹麦的「丹麦国际开发署」，对使用丹麦风机的项目提供直接的资助和项目开发贷款。另一方面丹麦采用了世界上最早且最成功的固定电价的机制，这种稳定的机制也确保了丹麦本土风机制造市场的持续需求。早在1979年，丹麦环境部便强制要求风力发电并网，并要求，每个风场经过商讨后的接入费用的部分由电网给付。从1992年开始，电网被要求以85％的净电价来购买风力发电电量，且不含生产税和配电成本。丹麦的风力发电市场在过去的20多年中一直可以获得稳定政府的资金资助，如从上个世纪90年代，丹麦有用大容量风机替代小容量风机或选址较差的风机，这些项目可以获得20－40％替代费用的资助。现在的丹麦海上风力发电场项目的施行通过政府的招标，陆上风场通过一系列的生产激励来资助。 <br></span></div><div><span class="Apple-style-span" style="color: rgb(32, 32, 32); font-family: arial; font-size: 14px; line-height: 24px;"><br></span></div><div><span class="Apple-style-span" style="color: rgb(32, 32, 32); font-family: arial; font-size: 14px; line-height: 24px;">印度从90年代开始就是风力发展的积极支持者。在90年代的时候，由于一系列多样化的税务方面鼓励、吸引人的退税政策，和一些贷款优惠政策，印度的市场经历了一次重大的飞越。例如，在项目进行装机的第一年，所有的风机都可以按100%折旧，并且享受5年的税务优惠。国家在1995年6月制定的对风能项目实施的导则（后又在1996年6月完善）强制要求所有的国家电力部门以及他们的下级部门和网点都必须做出计划来保证规划的风力发电项目的电网接入的适应性，在对项目给与批复同意之前，他们还要从独立的顾问公司那里咨询所有规划的风能发电项目的详细项目报告（针对装机容量大于1MW的）来评估项目的资金成本和根据保证功率曲线和风场风数据计算的预计发电量。在90年代中期对未来市场成长的期盼吸引了一定数量的公司进入印度市场。 <br><br></span></div><div><span class="Apple-style-span" style="color: rgb(32, 32, 32);
